摘  要： 现有卷烟配送业务中存在配送过程无法实时监控和管理、收货环节存在风险漏洞以及卷烟收货人群文化程度参差不齐、收货地理位置不理想等问题。以移动互联网为技术手段、二代居民身份证签收为核心，结合收货密码设计实现了一个卷烟零售户精准收货物流系统。该系统由前端卷烟配送APP和后端云南烟草现代物流综合业务管理平台组成，能够切实推动卷烟配送规范化和信息化。

Abstract： There are some problems in the existing cigarette distribution business， such as the distribution process cannot be monitored and managed in real time， the risk loopholes in the receiving link， the uneven cultural level of cigarette receiving people， and the unsatisfactory geographical location of receiving goods. In view of this situation， using the mobile Internet as the technical means， China second-generation identity card signing as the core， combining with the receiving password， a cigarette retail accurate receiving logistics system is designed and realized. The system is composed of the front-end cigarette distribution App and the back-end Yunnan Tobacco modern logistics integrated business management platform， and can effectively promote the standardization and informatization of cigarette distribution.

0 引言

传统卷烟配送物流方式通过管理方后台登记出货，配送后零售戶通过普通IC卡确认收货后再采集信息录入后台，配送信息与后台管理处于割裂状态，效率低下，且由于零售户地理位置以及文化程度低，常常存在配送信息处理延后、IC收货确认卡外借或丢失等情况，容易导致烟草专卖品流向不易监控，卷烟经营行为不规范的情况[1-2]。为此，本系统以物联网、移动互联网为技术手段、二代居民身份证签收为核心，结合收货密码，对卷烟零售户进行唯一标识设计，针对后端管理平台和前端卷烟配送APP进行了系统性、整体性的设计，开发了卷烟零售户精准收货物流系统，并在保山市隆阳区开展了试点工作，为后续烟草配送物流平台的设计和推广提供参考依据。
