摘  要：通過分析探讨地方医药高校发展建设存在的诸多问题，指出人才建设最大的问题在于一味引进人才而忽略了对人才的充分利用。特别是对绩效排名靠后的“老弱残兵”，均无可用之法。该文提出设置一种技术专攻型的人才利用模式，将高校绝大部分人的潜力和优势挖掘利用到极致。主要是通过不拘一格降人才，将“老弱残兵”实行人才分流，培养成各种实验模块和仪器设备的技术专攻型实验技术人才。为其设置技术转化、技术服务和技术培训类岗位，专门从事技术转化、外包研发、外包检测、技术创收、技术服务、技术指导、技术培训等工作。其在不影响高校教学和基础研究主体的同时，不但可实现技术人才、科研资源、科研成果、科研经费的最大化利用，为高校带来层出不穷的新药产出、技术转化和获奖成果，源源不断地带来大量额外的经济创收，还可以进一步快速提升地方高校科研综合实力和办学水平，彻底将被边缘化难以利用的庸才打造成高校快速发展建设的支柱，充分实现人才强校战略。

Misunderstandings in the Utilization of Professional and Technical Talents in Local Medical Colleges and Universities and Their Solutions

Abstract： By analyzing and discussing many problems existing in the development and construction of local medical colleges and universities， it is pointed out that the biggest problem of talent construction lies in blindly introducing talents and ignoring the full utilization of talents. In particular， there is no available method for the "old， weak and disabled soldiers" whose performance ranking is lower. This paper proposes to set up a technology specialized talent utilization mode to tap and make full use of the potential and advantages of most people in colleges and universities. It is mainly to train the "old， weak and disabled soldiers" into technical specialized experimental technical talents of various experimental modules and instruments and equipment by reducing talents regardless of style. Set up posts for technology transformation， technical service and technical training， specializing in technology transformation， outsourcing R&D， outsourcing testing， technology income generation， technical service， technical guidance， technical training， etc. Without affecting the main body of teaching and basic research in colleges and universities， it can not only maximize the utilization of technical talents， scientific research resources， scientific research achievements and scientific research funds， bring endless new drug output， technology transformation and award-winning achievements to colleges and universities， and continuously bring a large number of additional economic income， it can also further rapidly improve the comprehensive scientific research strength and school running level of local colleges and universities， completely build marginalized and difficult to use mediocre talents into the pillar of the rapid development and construction of colleges and universities， and fully realize the strategy of strengthening colleges and universities with talents.
