社会工作助力精准扶贫的功能定位与实践路径探索

【摘 要】长期以来，我国致力于反贫困工作，随着社会经济的不断发展，国家对反贫困工作提出了更高的要求，全面扶贫政策逐步转向精准扶贫。精准扶贫战略的提出弥补了全面扶贫的不足，在一定程度上促进了反贫困工作的有效发展。精准扶贫战略的实施需要社会工作的有效助力，具体工作中扶贫工作者要充分探索社会工作在精准扶贫中的切入点，以体现其积极的推动作用。目前，社会工作助力精准扶贫的路径仍存在一定的局限性，论文详细分析了问题的成因，强调精准扶贫的重要性，并提出相应的优化路径与方法，同时，提出国家要加大对社会工作的财政支持力度，以保障社会工作有效助力精准扶贫。
【Abstract】For a long time， China has been committed to anti-poverty work. With the continuous development of society and economy， the state has put forward higher requirements for anti-poverty work， and the comprehensive poverty alleviation policy has gradually turned to targeted poverty alleviation. The proposal of the targeted poverty alleviation strategy made up for the shortcomings of comprehensive poverty alleviation， and to a certain extent promoted the effective development of anti-poverty work. The implementation of targeted poverty alleviation strategy needs the effective help of social work. In specific work， poverty alleviation workers should fully explore the entry point of social work in targeted poverty alleviation， so as to reflect its positive role in promoting. At present， the path of social work to help targeted poverty alleviation still has some existing limitations. This paper analyzes the causes of the problems in detail， emphasizes the importance of targeted poverty alleviation， and puts forward the corresponding optimization paths and methods. At the same time， this paper proposes that the state should increase the financial support for social work to ensure that social work can effectively help targeted poverty alleviation.

1 引言
精准扶贫战略是我国提出并实施的一项有效扶贫政策，作为当下一种比较新颖的扶贫理念，体现了以人为本的发展理念。精准扶贫战略是社会精准治理模式下的一个主要内容，对当前社会出现的一些问题与风险有很好的解决措施，在维持社会稳定与推动经济发展方面起到了至关重要的作用。社会工作作为精准扶贫战略的主要实施内容，在反贫困工作中发挥了不容忽视的作用。目前，我国社会工作开展时间不长，虽然取得了一定的成绩，但反贫困工作还存在一定的局限性，为此，必须找准社会工作在反贫困工作与精准扶贫战略中的功能定位，充分发挥社会工作的积极作用，不断总结和优化社会工作在精准扶贫中的实践路径，从而有效实现反贫困工作的目标。……
