【摘  要】2014年，国家大力推行PPP模式，国务院及中央各部委相继出台PPP相关指导意见，财政部和国家发改委推出各自的PPP示范项目及项目库，主推PPP模式以缓解中央及地方财政压力、降低地方债务风险。但时至今日，尽管国内遍地开花了一批PPP项目，实施效果并不十分理想。已经落地的PPP项目也遇到诸多实施过程中的难题。如何解决这些难题，如何保证已经签约的PPP项目顺利实施，论文提出了一些思路。

【Abstract】In 2014， the state vigorously promoted the PPP mode. The State Council and various ministries and commissions of the central government successively issued relevant guidance on PPP. The Ministry of Finance and the National Development and Reform Commission launched their own PPP demonstration projects and project libraries， mainly promoting the PPP mode to alleviate the financial pressure of the central and local governments and reduce the local debt risk. But today， although there are a number of PPP projects in China， the implementation effect is not very ideal. PPP projects that have been implemented also encounter many problems in the implementation process. How to solve these problems， how to ensure the smooth implementation of the PPP project has been signed， this paper puts forward some ideas.

1 引言

PPP，即“政府和社会资本合作”，将部分政府责任以特许经营权方式转移给社会主体（企业），政府与社会主体建立起“利益共享、风险共担、全程合作”的共同体关系，政府的财政负担减轻，社会主体的投资风险减小。在这样的大环境下，加上建筑行业虽生产规模不断扩大，但纯施工项目利润空间不断下降，低价中标现象普遍，大多建筑行业开始转型，用投资带动施工。于是，建筑企业参与PPP项目投资意愿很高。对建筑企业来说，投资PPP项目不仅能获得较高的施工利润，还能获得投资利润。本文就PPP项目的全生命周期管理进行研究，结合实践，对PPP项目的全过程管理提出一些看法。

2 PPP项目的特点

对于PPP定义，国际上各个机构各有不同，但综合所有机构提及的PPP定义，PPP基本特征应包括：①PPP是公共部门与私营部门间进行合作的一种合同安排;②PPP主要用于提供公共服务;③在PPP中，公私双方应发挥各自优势，共担风险，共享收益。……
