摘要：文章基于风景园林视角，通过现场调研、部门会谈、数据统计、野外观测，并结合相关研究文献，从千岛湖功能转换和水源保护需求出发，剖析千岛湖所面临的库区人地矛盾、农业面源污染、生态系统脆弱、水岸环境破坏等问题;从政策管理、生态恢复、景观提升3个层面探索消落带景观生态修复方法，助力淳安特别生态功能区建设，具体对策为：通过确权划界、退耕还湿等措施推动消落带景观生态修复;通过水位划分、植被筛选、技术辅助等经验推广生态修复;通过湖岸美化、绿植修复等方法美化滨水岸线。

Landscape Ecological Restoration of Hydro-fluetuation Belt in Thousand-island

Abstract：From the landscape architecture perspective， this paper analyzes the problems faced by Thousand-island Lake based on functional transformation and water protection demand in the Thousand-island Lake， including the human and land contradiction in the reservoir area， agricultural non-point source pollution， vulnerable ecological system and waterfront environmental damagethrough on-site investigation， meetings and interviews， data statistics and field observation for experiences summarization， in combination with the relevant literature. From the three levels of policy， forestry and landscape， the paper explores the landscape ecological restoration method of the hydro-fluetuation belt， in order to help the construction of special ecological function area in Chunan County. It is suggested that the measures such as tenure confirmation and delimitation and returning farmland to wetland should be adopted to promote the ecological restoration of the hydro-fluetuation belt， the experiences such as water level division， vegetation screening and technical assistance should be promoted for landscape ecological restoration and the methods such as shoreline beautification， vegetation restoration and waterfront utilization should be taken for riparian beautification.

库区消落带是指因季节性水位涨落而使水库高低水位之间周期性出露的特殊区域[1]。保持库区消落带生态系统的平衡、健康和安全，对于提高消落带生物多样性、库岸水土防治与稳定、雨洪调蓄、截污过滤、水源涵养、环境美化等均有着重要意义和潜在价值。

千岛湖位于浙江省淳安县，是长三角地区最大的人工淡水湖和战略水源地，为山地型人工水库，库岸地质地貌及周边用地环境复杂多样。水库自1959年蓄水以来湖水淹没线达1 406 km[2]，并因9 m的季节性水位涨落，导致在100.0～108.0 m高程区形成了面积达3 934.69 hm2的以黄色风化基岩为主的消落带[3]，成为人为干预后的生态退化区域。……
