摘  要：城市三维建模是城市经济建设和社会发展信息化以及实现城市智慧化管理的基础性工作。城市三维模型数据是城市规划、建设与管理的重要基础资料。该文提出了由运行支持层、数据层、基础层、平台层、应用层等组成的城市三维地理信息共享服务平台，探讨了平台围绕智慧城市运营的应用逻辑。在此基础上，对平台进行了功能设计与实现，展示了三维平台视觉效果，建立了形象、逼真、直观的三维城市仿真场景。

Research on the Design and Implementation of Urban 3D GIS for Smart City

Abstract： Urban 3D modeling is the basic work of urban economic construction and social development informatization and urban intelligent management. Urban 3D model data is an important basic data for urban planning， construction and management. This paper proposes an urban 3D geographic information sharing service platform composed of operation support layer， data layer， foundation layer， platform layer and application layer， and discusses the application logic of the platform around the operation of smart city. On this basis， the function of the platform is designed and realized， the visual effect of the 3D platform is displayed， and an image， realistic and intuitive 3D urban simulation scene is established.

三维城市作为一个全新的基础地理空间基础设施与承载体，以特有的时空观规划与管理整个城市的运维信息，可以惠及城市建设的各行各业、社会生活中的方方面面，应用前景巨大[1]。

城市精细化管理最终目的是要实现城市的智慧运营，涉及到城市规划与管理的各个方面，如对城市规划的精准控制、对人员车辆流动情况的全程把控、对设施部件的统一维护等。随着物联网、云计算等技术的发展，为政府、各行各业、社会大众提供基于网络的天地一体化、时空一体化、二三维一体化、云端一体化的空间地理信息服务是未来发展方向。

1  平台架构

城市3D地理信息共享服务平台由运营支持层、数据层、基础层、平台层和应用层组成。其中，支持层是确保数据库和平台平稳运行的各种硬件环境，网络安全系统和基础结构[2]。
