[摘要]2020年初爆发的全球性新冠疫情使各国的医疗系统面临严峻的挑战，针对我国在突发公共卫生事件中存在的医疗卫生资源匮乏、配置不合理等情况，提出了广义集中资源配置模型，用以解决统筹资源、合理调度的问题。从集中资源配置角度出发，运用数据包络分析方法对一组数据进行分析，用来模拟在新冠疫情下对有限的医疗卫生资源进行合理配置。所提出的广义集中资源配置模型使决策者能够设定投入产出目标，实现在资源利用效率提高及资源相对合理分配的前提下，总投入能够有所缩减。基于结果的客观分析，提出了资源配置的政策建议。

Abstract：The global outbreak of the COVID- 19 Pandemic has put the medical system of various countries under extreme strain. In light of the weakness in public health emergency response in China such as lack and unreasonable allocation of medical and health resources，etc.，we proposed a generalized centralized resource allocation model for the overall planning and reasonable scheduling of the resources. From the perspective of centralized resource allocation，we used the data envelopment analysis method to analyze a set of data simulating the reasonable allocation of limited medical and health resources under the COVID- 19 Pandemic. The proposed generalized centralized resource allocation model could enable decision makers to set input and output goals，and reduce total input while still improving utilization efficiency and relatively reasonable allocation of the resources. Based on the result，we put forward some policy- making recommendations concerning resource allocation.

2020年春节期间爆发的“新冠肺炎”疫情在短短三个月时间内便迅速席卷全球。因新冠病毒的传染性强、扩散性快、潜伏期长，其爆发规模远大于2003 年的非典，對全世界都造成了极大的影响。面对突如其来的“新冠肺炎”，我国现有的医疗卫生系统面临巨大的压力。随着疫情的扩散，感染人数持续增长，门诊人数和住院人数也日渐攀升，如何高效的利用现有的医疗卫生资源，实现资源利用效率的最大化，是最重要的问题。为了更好地应对今后可能发生的突发性公共卫生事件，有必要对现有的医疗卫生资源进行先验性优化配置，从而最大化的抵消突发公共卫生事件所带来的一系列影响，并为今后的医疗卫生系统改革提供指导性建议。……
