[摘要]构建了包括多式联运及城市配送物流服务需求者、物流服务供应者、物流基础设施、设备等物流运营系统构成要素在内的一体化运营组织模式总体框架，并提出基于基础设施、运营管理的多式联运与城市配送一体化组织实施路径，最后从标准化、物流信息平台、培育市场需求、运输主体服务能力等方面提出保障措施。

Integrated Organization Mode of Multimodal Transport and Urban Distribution

Abstract：In this paper，we built the overall framework for the integrated operation and organization mode of multimodal transport and urban distribution，including factors of a logistics running system such as service demanders and suppliers，logistics infrastructure and equipment，etc. Then，we proposed the path for the integrated organization and implementation of multimodal transport and urban distribution based on infrastructure and operation management. Finally，some supporting measures were put forward from the aspects of standardization，logistics information platform，cultivating market demand and service capacity of transport subjects.

0引言

為贯彻落实党中央、国务院关于推进运输结构调整的决策部署，打赢蓝天保卫战，打好污染防治攻坚战，提高综合运输效率，降低物流成本，国务院办公厅制定《推进运输结构调整三年行动计划（2018—2020年）》，明确提出开展“推进城市生产生活物资公铁联运”“深入实施多式联运示范工程”“推进城市绿色货运配送示范工程”等多式联运及城市配送相关工程，为深化该行动计划要求，引导具有多式联运资源优势的城市充分发挥其资源优势，积极探索“多式联运与城市配送一体化协同组织”的新模式，整合多式联运与城市配送相关资源，打通多式联运一城市配送无缝衔接的通道，解决当前多式联运与城市配送各自为政、物流不畅的问题，实现物流效率提升、物流成本降低的目的，特开展此项研究。
