摘要：鹤峰县立足自身资源禀赋，突出“绿色、生态、有机、富硒”四大特色，茶产业发展取得了明显成效。文章总结了鹤峰县采取市场主导、政府主推，企业主体、茶农主力共同参与的工作机制，通过抓源头管控、抓政策激励、抓主体培育、抓技术培训、抓品牌打造、抓宣传推介，全力推进茶叶“全域有机”高质量发展的经验，以期为茶叶区域公用品牌的建设和打造提供参考。

The Effect and Practice of High Quality

Development of Tea Industry in Hefeng County

Abstract： Based on its own resource endowment， Hefeng County highlights the four major characteristics of "green， ecological， organic and selenium rich"， and has achieved remarkable results in the development of tea industry. This paper summarized the working mechanism of Hefeng County that adopted the market-oriented， the government as the main impetus， enterprises as the main body and tea farmers as the main forces. Through grasping the source control， policy incentives， main body cultivation， technical training， brand building， publicity and promotion， we strived to promote the "whole area organic" high-quality development of tea and provide a reference for tea regional brand building.

位于“北緯30°黄金产茶带”的湖北鹤峰，境内峰恋叠翠、气候温润、土壤含硒、茶林共生，涵养了鹤峰茶“清甜香、醇鲜味”的优异品质。

多年来，鹤峰县立足自身资源禀赋，突出“绿色、生态、有机、富硒”四大特色，茶产业发展取得了明显成效，先后被授予“中国茶叶之乡”“全国绿色食品原料（茶叶）标准化生产基地示范县”“全国十大生态产茶县”“全国重点产茶县”“中国茶业百强县”“公众标准茶示范县”“全国茶叶全域有机示范县”等称号。

一、茶产业现状

茶业是鹤峰的第一名片，是农民增收的第一财源，是脱贫攻坚、乡村振兴的第一产业。全县90%的村和70%的农户种茶，农民收入的50%以上来自于茶，工业增加值有43%来自茶产业，产值占全县GDP总量的23%。人均茶园面积、产量、产值均居全省首位、全国前列。

2017年8月，鹤峰县委全体（扩大）会议决定，推进茶叶“全域有机”发展，明确提出“建成中国有机茶第一县、打造百亿茶产业”的奋斗目标，成立了以县委书记任组长的鹤峰县推进茶叶全域有机发展工作领导小组，每年统筹安排4 000万元资金，全力支持有机茶产业发展。……
