摘要：随着我国水利水电工程的发展日益加快，在国民经济发展中很多水利水电工程都发挥了其自身的作用和价值。伴随而来的各种水利水电安全问题也不断增多，这些问题的出现，对我国水利水电工程的发展造成了严重阻碍。为现阶段水利水电工程安全管理工作带来了隐患和风险。基于此，本文就水利水电工程施工安全管理的意义进行简要探究及阐述。

Abstract： With the rapid development of water conservancy and hydropower projects in China， many water conservancy and hydropower projects have played their own role and value in the development of national economy. Accompanied by a variety of water conservancy and hydropower safety problems are also increasing. The emergence of these problems has caused serious obstacles to the development of water conservancy and hydropower projects in China， and brought hidden dangers and risks to the safety management of water conservancy and hydropower projects at this stage. Based on this， this paper briefly explores and expounds the significance of water conservancy and hydropower project construction safety management.

一、前言

水利水电工程相对来说比较复杂，要求工作人员专业水平必须达到一定标准，与此同时水利水电工程对我国经济发展有着推动的作用[1]。水利水电工程的发展经历了相对较长的时期，在近些年国家对建设项目的重视下逐渐开始走上坡路，但是再向前发展的过程中依然存在很多缺陷和不足，需要进一步对水利水电工程的施工管理以及安全管理进行合理控制，促进施工的安全性[2]。为工作人员的生命安全提供保障，规避因施工安全造成的人员损失以及对工作人员背后的家庭打击。

二、水利水电工程施工原则

（一）安全原则

在水利水电施工过程中秉持的第一个原则是安全第一，这也说明安全在水利水电施工过程中的重要性[3]。施工单位以及施工人员一定要牢记安全第一这个原则，在进行工作作业时深入落实安全施工原则。……
