摘要：广元市充分发挥生态资源优势，按照“巩固提升绿茶、突破性发展黄茶、高品质发展红茶、区域性发展白茶、全域发展有机茶”的发展思路，不断做大产业规模、优化供给结构、提升质量效益，推动茶产业规模化、特色化发展，已成为四川省“三山一早”茶叶优势产区。

Promoting the Characteristic Development of

the Refined Tea Industry in Guangyuan

Abstract： Giving full play to the advantages of Guanyuan in ecological resources， and according to the developmentideas of "Consolidating and enhancing green tea， making breakthroughs in developing yellow tea， developinghigh-quality black tea， regionally developing white tea， and developing organic tea in all areas"， the industrialscale was continued to expand， the supply structure was optimized， the quality and benefits were improved， and thelarge-scale and characteristic development of the tea industry was promoted. Guangyuan has become a dominanttea production area of "San shan yi zao" in Sichuan Province.

广元地处四川省北部、秦岭南麓。近年来，广元以建成“川茶”品牌重要产业基地为目标，围绕“巩固提升绿茶、突破性发展黄茶、高品质发展红茶、区域性发展白茶、全域发展有机茶”的发展思路，推进川茶产业特色化发展，旺苍县、青川县被认定为全国绿色食品原料（茶叶）标准化生产基地、中国茶文化之乡、国家有机产品认证示范县、四川省特色农产品（茶叶）优势区，广元已成为四川省“三山一早”茶叶优势产区。全市目前已建成标准化茶叶基地3.3万hm2，产量1.52万t，综合产值47.6亿元，其中广元黄茶产量6 t，产值7 000万元;红茶产量1 650 t，产值19 600万元。

一、坚持统筹推动，大力发展现代茶业

按照四川省委、省政府加快构建“5+1”现代产业体系和“10+3”现代农业产业体系的决策部署，为实现以茶富农，广元市大力发展现代茶业。

1. 思路统领

广元市委市政府制定了《加快构建现代特色农业“7+3”产业体系实施意见》，把茶产业摆在全市七大特色优势产业首位重点发展，印发了《广元市茶产业高质量发展工作推进方案》，致力于把广元建成全省品质最优的绿茶生产基地、全国面积最大的黄茶生产基地、东西部扶贫协作成果最好的示范基地和成渝双城经济圈绿色产品供给基地。……
