摘要：近几年，我国公路交通设施的建设取得较好的成绩，为社会与经济的稳步前行带来极大程度的促进，也为人民群众的出行带来便捷。而高速公路工程全过程造价的控制与管理是各公路建设工程中必不可少的重要工作，可以将公路建设资金做到极大程度的使用，将投入资金的效能做到切实有效的发挥。基于此，本文对影响高速公路工程全过程造价控制的因素进行深入分析，简述管理中所遇的问题，提出完善全过程造价控制的措施，力求让工程造价的管控极具可行性，为建筑行业的稳步发展带来推动。

Abstract： In recent years， the construction of highway transportation facilities in China has achieved good results， which has brought great promotion to the steady progress of society and economy， and also brought convenience to the people’s travel. The control and management of the whole process cost of highway engineering is an essential and important work in highway construction projects， which can make the use of highway construction funds to a great extent and effectively play the efficiency of investment funds. Based on this， this paper makes an in-depth analysis of the factors affecting the whole process cost control of highway engineering， briefly describes the problems encountered in the management， and puts forward measures to improve the whole process cost control， so as to make the project cost control highly feasible and promote the steady development of the construction industry.

一、前言

高速公路建设是区域经济不断发展的基础，也是人员物资得到高效和安全运送的关键所在，其建设质量受到社会各界的持续关注，同时，成本的控制也成为管理部门需要进一步研究的课题[1]。基于经济的前行，公路工程这一现代化的交通建设发挥出其应有效用，对社会的发展与国家的富强有着深远的影响[2]。为此，建设单位带着长远的眼光，关注高速公路工程全过程造价的控制与管理，通过多角度的分析来完成各阶段的造价管理，不仅与我国一直提倡的绿色可持续前行的理念相契合，也为我国交通运输事业的大步前行做出贡献。

二、影响高速公路工程全过程造价控制的因素分析

首先，在准备阶段，由于项目上马速度快，前期的准备不够充分，从而留下不同程度的隐患，特别是只重视施工进度的错误理念容易使工程造价管理成效下降，何谈高质高效[3]。……
