2005年，随着特钢厂的破产，曾经辉煌无比的石井坡街道面临上万工人下岗的转型阵痛。面对“环境脏兮兮、人心乱麻麻、秩序乱糟糟、问题成堆堆”的社区治理困境，石井坡街道创新探索出“特钢能人坊”基层社会治理品牌，将曾经创造企业辉煌的“单位能人”，培养为参与社会治理的“社区能人”，真正通过“聚能人”理群众小事，“微服务”活治理大局。

In 2005， with the bankruptcy of the special steel mill， Shijingpo Street， once under the spotlight， faced the tough issue of tens of thousands of laid-off workers. Faced with the ravages of community governance issues， such as dirty environment， the chaotic public， and losing order， Shijingpo Street innovates and explores a model grass-roots social governance of “Talent Pool of Special Steel Mill”， training the talents who once contributed a lot to the peaked enterprises into the community talents who participates in social governance. These efforts offer a lot to the big picture by training and bringing management talents for the resolution of community issues.

“小妹小妹快点长，长大好嫁二钢厂，三天一顿肉，五天一个髈，每月还关两次饷……”这首上世纪60年代广泛传唱的重庆歌谣，曾将不少艳羡的目光聚焦于嘉陵江边的重庆特钢厂。

特钢厂家属区所在的沙坪坝区石井坡街道，是当时年轻姑娘们做梦都想嫁入的地方。

然而，随着2005年重庆特钢厂的破产，石井坡街道的高光时刻也彻底结束，随之而来的是“环境脏兮兮、人心乱麻麻、秩序乱糟糟、问题成堆堆”。特钢厂职工的优越心态断崖式滑落，一时间各类社会矛盾频发，一道巨大的社会治理难题摆在了石井坡街道办面前。

越是困难的工作，越需要开拓和创新。

十几年过去了，如今的石井坡街道旧貌换新颜，创新探索出“特钢能人坊”基层社会治理品牌，并促成了“特钢工人”向“社区居民”的身份转变。今天，走进石井坡街道，处处都能感受到蝶变之美。

5月7日，星期五，在光荣坡社区的“能人服务社”，传来“嚯嚯”磨刀声。

76岁的邓质均正在帮居民磨刀。

“你平时切菜用左手还是右手？”他在磨刀前都会向居民问上一番。
