摘    要：中华人民共和国成立后的体育工作方针经过了形成、转变与内隐的演化过程。回顾中华人民共和国成立后的4个历史时期（社会主义改造时期、社会主义建设的探索和曲折发展时期、社会主义现代化建设新时期、中国特色社会主义进入新时代）的体育工作方针的演变历程，并探讨其内在表征。中华人民共和国成立后，中国共产党的体育工作方针经历了从“普及和经常化”到“普及与提高相结合”，再从“群众体育与竞技体育协调发展”到 “体育全面统筹发展”的演变历程。中国特色社会主义进入新时代以来，建设体育强国成为中国体育发展的战略主题，这时的体育工作方针也蕴涵了各类体育协调发展的思想。从中华人民共和国成立以来体育工作方针的演化历程来看，不同历史时期形成的体育工作方针体现了在我国社会主义建设不同阶段的体育工作的侧重点、体育功能的变化和体育的发展变化。

Abstract：After the founding of the Peoples Republic of China， the policy of sports work has undergone a process of formation， transformation and implicit evolution. This paper reviews the four historical period after the founding of the Peoples Republic of China （socialist transformation period， the exploration of socialist construction and the tortuous development period， new period of socialist modernization， new era of socialism with Chinese character） the sports work principle of evolution， and its internal representation. After the founding of the Peoples Republic of China， the CPCs policy on sports has undergone a process of evolution from “popularization and normalization” to “combination of popularization and improvement”， and then from“coordinated development of mass sports and competitive sports” to “comprehensive and coordinated development of sports”. Since the socialism with Chinese characteristics entered the new era， building a sports power has become the strategic theme of Chinas sports development. At this time， the policy of sports work contains the thought of coordinated development of all kinds of sports. From the perspective of the evolution of the sports policies after the founding of the Peoples Republic of China， the sports policies formed in different historical periods reflect the emphasis of sports， the changes of sports functions and the development of sports in different stages of Chinas socialist construction.
