摘  要：随着社会不断的发展和公民法律意识的提高，法律服务需求不断增加，社区律师制度作为一项全新的创举正在服务于基层民众。为完善社区律师制度，提出利用微信小程序“触手可及，用完即走”的特点，通过“互联网+”与社区律师的融合构建基于智慧社区的手机律师应用平台。对平台进行了详细的功能设计，除了基础的软件设置以及个人信息管理功能外，还具备社区讲座、根据用户的要求精准推荐律师、法律普及以及预约、一对一咨询服务等功能。社区居民利用手机就可以随时随地咨询法律问题以及进行法律知识的学习，并方便律师进行工作安排，进一步完善社区律师制度[1]。

Design and Implementation of Mobile Lawyer Application

Platform based on Smart Community

Abstract： With the continuous development of society， citizens' legal awareness has been improved and the demand for legal service has been increasing. As a brand-new initiative， community lawyer system is serving the public. To improve the community lawyer system， this paper proposes to use characteristics of WeChat applet "at your fingertips， exit after using it" to build a smart community-based mobile lawyer application platform through the integration of "Internet +" and community lawyers. The platform functions are designed in details. In addition to basic functions of software settings and personal information management， there are also functions such as community lectures， accurate recommendation of lawyers according to user requirements， legal popularization， appointments， and one-to-one consulting service. Community residents can use their mobile phones to consult legal issues and learn legal knowledge anytime and anywhere. The platform also facilitates lawyers to arrange work and further improve the community lawyer system[1].

1   引言（Introduction）

中国特色社会主义法律制度的组成部分之一就是律师制度，它对推进法制建设有着十分重要的作用。向基层延伸、满足群众的法律服务需求，建设一个社区法律平台可谓是一种新的探索。所谓社区律师就是指面向社区居民、社区街道等基层群众提供专业法律服务的律师。社区律师的服务范围包括：（1）免费咨询法律问题;（2）法制讲座的宣传;（3）为社区业主提供法律援助;（4）为所在社区的公司提供专门法律通道;（5）开办党建知识小课堂。它从各个方位服务于社区[2-3]。

随着互联网技术的迅猛发展，基于移动端的平台深受人们的喜爱，微信作为一种智能终端提供实时通信服务的免费应用程序，已经非常广泛地应用于智能手机上。……
