摘  要：随着我国国民经济的快速发展与城市化进程的不断提速，城市交通系统的正常运行受到了较大的压力，城市交通体系需要适应这个过程。本文从公共路权的角度出发，结合公交先行的城市交通发展思路，分析了多模式多层级公共交通网络协调规划的原理与方法，在此基础上总结了多模式多层级公共交通网络协调规划涉及到的6项关键技术，为城市交通体系的协调规划提供方向与依据。

Research on coordinated planning of urban transportation systemguided by public right of way

Abstract： with the rapid development of China's national economy and the continuous acceleration of urbanization， the normal operation of urban transportation system is under great pressure， and the urban transportation system needs to adapt to this process. From the perspective of public right of way， this paper analyzes the principles and methods of multi-mode and multi-level public transport network coordination planning， and summarizes six key technologies involved in multi-mode and multi-level public transport network coordination planning， so as to provide direction and basis for the Coordination Planning of urban transport system.

在有限的道路资源下，优化城市公共交通网络，引导市民选择公共交通为主要出行方式，道路资源得到充分利用，将极大缓解城市公共交通网络压力。而在公共交通系统中，存在不同的公交运载工具以及不同的公交运营主体、不同的规划单位以及不同的设计单位，在各种不同利益诉求的引导下通常会引发不同公交主体之间的不良竞争，造成公共交通资源的大量浪费。因此，需要从顶层角度，建立一体化的城市公共交通，对多模式公共交通网络进行协调规划，从而提升综合公共交通系统的整体效益。

1  城市公共交通网络规划概述

城市公共交通网络的规划对象是线路、车站和场站[1]。主要从下列4个方面对公共交通网络进行规划设计。

（1）确定线网结构和换乘节点;

（2）确定线路站点间距、长度、走向和覆盖范围;

（3）非换乘车站选址;

（4）确定场站分布和位置。……
