【摘  要】老年人慢性疾病的发病率较高，所以老年人医疗保障的缺乏是老龄化社会中不容忽视的挑战之一。在老龄化日益加剧的背景下，资本涌入了老年护理行业，其中高端养老服务行业是投资的热点。房地产开发商、保险公司、外资企业和其他主要资本正在进入高端养老服务行业，迫切需要分配具有巨大发展潜力的老年护理市场。论文重点介绍了杭州市高端养老机构的服务现状，研究了当前养老行业存在的问题，分析探讨了杭州市高端养老服务业的规范化发展趋势。

【Abstract】The incidence rate of chronic diseases in the elderly is relatively high， so the lack of medical insurance for the elderly is one of the challenges that can not be ignored in aging society. In the context of increasing aging， capital flows into the elderly care industry， and the high-end elderly care service industry is the hot spot of investment. Real estate developers， insurance companies， foreign-funded enterprises and other major capital are entering the high-end elderly care service industry， and there is an urgent need to allocate the elderly care market with great development potential. This paper emphatically introduces the service status of high-end elderly care institutions in Hangzhou City， studies the problems existing in the current elderly care industry， and analyzes and discusses the standardized development trend of high-end elderly care service industry in Hangzhou City.

1 引言

随着人口老龄化进程的加快，应对养老问题和发展养老产业已成为各级政府和广大公众关注的重点。养老服务业是在家庭的基础上发展起来的，需要得到社会的支持和补充。政府部门、医疗机构与企业应形成合力，完善和加速养老行业建设。无论是着眼于宏观经济政策还是根据人口老龄化的现状，不难发现发展我国的养老服务业不仅面临着艰巨的挑战，而且面临着前所未有的机遇。由于人口众多和患有慢性疾病的老年人的迅速增长，传统的家庭护理无法满足日益增长的医疗和保健需求。如何打破养老服务的界限，改善医疗和养老服务的资源配置，并探索医疗和养老服务的结合路径，这是养老服务体系和经济社会变革的创新性要求，对社会发展具有重要的现实意义[1]。……
