【摘  要】随着航天高密度发射和建设世界一流航天强国的奋斗目标的顶层引领，国家在军工固定资产投资领域的项目投资力度不断加大加强。土建工程建设项目作为军工固定资产投资项目中的关键子项，在工程规划立项、报批报建、招投标、竣工验收等全生命周期流程方面受诸多复杂多变不确定因素的制约影响。论文以某大型系统工程配套土建工程项目全流程建设为例，通过分析影响工程建设的主要因素，提出了成立党员责任团队，强化担当意识，加强立项风险识别、“三专三会”和积分制等创新管理模式，以“大协同大合作”为抓手，积极协调各方，深入一线建设中，为单位任务顺利完成提供必要的条件支撑。

【Abstract】With the top-level guidance of high-density space launch and the goal of building a world-class space power， China's investment in the military fixed assets investment field has been continuously strengthened. Civil engineering construction project， as a key sub-item of military fixed assets investment project， is restricted and influenced by many complex and changeable uncertain factors in the whole life cycle process of project planning， application for approval and construction， bidding and tendering， completion acceptance and so on. Taking a large system engineering supporting civil engineering project construction as an example， the paper puts forward some innovative management modes by analyzing the main factors affecting the construction of the project， such as establishing the Party member responsibility team， strengthening the sense of responsibility， strengthening the risk identification of the project establishment， "three specializations and three conferences" and the integral system， etc. Focusing on the "great coordination"， this paper actively coordinates all parties and goes deep into the front-line construction to provide necessary conditions for the successful completion of the unit's tasks.

1 引言

工程建设是指房屋建筑、管道线路、设备安装、装饰装修等工程项目的新改扩，是形成固定资产的基本生产过程及与之相关的其他建设工作总称，主要涉及航空航天、船舶电子、电力、矿山、隧道、铁路、桥梁、机场、电站、码头、住宅、商业等国民生产。伴随着我国经济的高速发展，建筑业正处在一个蓬勃发展的阶段，工程规模数量、施工技术难度、进度计划周期等方面不断加大加严。但是，目前大多数土建工程建设的项目管理水平依旧较低，创新度不高。
