【摘  要】县级供电企业是我国电力行业中的基层单位，负责基层电网的经营管理和客户服务工作。由于历史原因，县级供电企业在一定程度上存在设备更新缓慢、人员结构不佳等问题。在新一轮电力体制改革深入推进后，县级供电企业面临形势政策变化，经营绩效风险叠加，为县级供电企业带来新的挑战。论文分析了县级供电企业财务资产管理的现状和存在的问题，提出了一定的解决对策。

【Abstract】County-level power supply enterprises are the basic units in China's power industry， which are responsible for the operation and management of grassroots power grid and customer service work. Due to historical reasons， there are some problems existing in county-level power supply enterprises to a certain extent， such as slow equipment update， poor personnel structure and so on. After the new round of power system reform is deepened， the county-level power supply enterprises are faced with changes in the situation and policies， and the superposition of operational performance risks， which brings new challenges to the county-level power supply enterprises. This paper analyzes the current situation and existing problems of financial assets management of county-level power supply enterprises， and puts forward some solving countermeasures.

1 引言

2020年是我国全面建成小康社会之年，也是“十三五”规划的收官之年。然而，2021年我国经济工作面临着内部增长下行压力大、外部经贸风险依然存在的双重压力，而2020年初爆发的新冠肺炎疫情对我国经济造成的影响尚未消除。并且伴随着疫情在全球蔓延，国际国内金融和经济风险都在进一步加大。面对疫情带来的挑战，电网企业应通过管制类业务和市场化业务双轮驱动，夺取疫情防控和服务经济社会发展“双胜利”，走出特色发展之路。

但是，由于历史沿革和资源禀赋等原因，县级供电企业一直是电网企业链条上的薄弱一环。进入新时期，新一轮电力体制改革深入推进，电网企业准许成本由政府核定，我国经济发展总体回稳向好，但部分农村地区仍面临协调发展困境，电网企业纷纷制定新的中长期发展目标，并推行新管理理念。县级供电企业一方面需要适应上述形势变化，另一方面也需要解决诸多管理问题，特别是县级供电企业的财务资产管理的问题。……
