摘要：目前特种设备检验机构有大量可转化为技术标准的科技成果没有得到及时转化，标准作为特种设备检验机构科技成果转化为生产力桥梁和催化剂的作用没有发挥。论文从特种设备检验机构科技成果转化为技术标准的现状出发，对产品类标准及方法类标准进行了实例分析，给出了指导性的建议。

Research on the Standards Compilation of Transforming Scientific and Technological Achievements of Special Equipment Inspection Institutions

Abstract： At present， there are still a large number of scientific and technological achievements that can be transformed into technical standards in special equipment inspection institutions have not been transformed in time， and the role of standards as a bridge and catalyst for the transformation of scientific and technological achievements into productivity in special equipment inspection institutions has not been played. Therefore， starting from the current situation of transforming scientific and technological achievements of special equipment inspection into technical standards， this paper analyzes product standards and method standards with examples， and gives some instructive suggestions.

0 引言

标准根据相关法律文件被界定为一种文件，有5个特征：特定的形成程序、共同并重复使用的特点、特殊的功能、产生的基础以及独特的表现形式。标准的层次类别按照标准化活动的范围可划分成：国际标准、区域标准、国家标准、行业/专业/团体标准、地方标准等。另外，按照标准化对象可划分成：产品标准、过程标准、服务标准等。

科技成果是技术标准产生的源头，科技创新保证了技术标准的先进性。国家、地方、行业等各个层面都已经深刻地意识到，开展科技成果转化为技术标准工作、建立科技成果转化为技术标准长效机制势在必行。

特种设备是国民经济建設和社会生活的重要基础设施，特种设备检验机构是专门从事特种设备检验检测活动的机构。在当前国家大力推动科技创新，特种设备检验机构通过科技创新获得了科技成果。如何将这些科技成果进行标准化，就成为了特检机构科研工作中的重要环节。

1 特种设备检验机构科技成果转化为标准的现状

国务院在2016 年发布的《关于印发实施〈中华人民共和国促进科技成果转化法〉若干规定的通知》中鼓励科技成果转化，为我国科研院所、高等院校等科技成果转化主体开展科技成果转化工作提供了重要依据。……
