摘要：“工艺类”科技成果转化是促进特检机构技术提升的重要途径。针对特检机构“工艺类”科技成果转化存在的政策不明晰、流程不合理等问题，研究了国内有关文件政策，总结了“工艺类”科技成果转化流程。结果表明，特检机构“工艺类”科技成果转化符合国家政策要求，完善的转化流程能够促进科技成果的转化应用，提升检测效率，保障科技人员利益。

Research on Transformation Process of "Technology Category" Scientific and Technological Achievements of Special Equipment Inspection Institution

Abstract： The transformation of scientific and technological achievements of "technology category" is an important way to promote the technical upgrading of special equipment inspection institutions. In view of the problems such as unclear policy and unreasonable process in the transformation of the scientific and technological achievements of "technology category" in the special equipment inspection institution， this paper studies the relevant domestic document policy， and sums up the transformation process of the "technology category" scientific and technological achievements. The results show that the transformation of the scientific and technological achievements of the Special Equipment Inspection Institution conforms to the requirements of the national policy， and the perfect transformation process can promote the transformation and application of the scientific and technological achievements， enhance the detection efficiency， and protect the interests of the scientific and technological personnel.

1 引言

科技成果转化，是指为提高生产力水平而对科技成果所进行的后续试验、开发、应用、推广直至形成新技术、新工艺、新材料、新产品、新服务，发展新产业等活动。近年来，国家把科技成果转化放在了创新驱动发展的核心位置，目的是为了让闲置的科研成果应用起来。2015年，《中华人民共和国促进科技成果转化法》（以下简称《促进科技成果转化法》）颁布实施后，一系列的激励科技成果转化的改革举措密集出台，激发了全社会的科技成果转化活力。

原国家质检总局为加快质检科技成果转化应用，完善中国特色质检技术体系，认定了一批国家质检科技成果转化推广基地，质量、计量、特检、标准化等多家单位入选。特检机构被认定的国家质检科技成果转化推广基地，主要从事特种设备相关的仪器产品、检测耗材、工艺方法的转化、应用、推广，取得了良好的效果。按照科技成果转化种类与技术合同登记的特点划分，特检机构的科技成果类型一般划分为“产品类”和“工艺类”[1，2]。……
