摘 要：改革开放40多年来，广西在科技成果、科技人才、科技计划、科技开放与合作、科研机构等方面进行改革，各项科技要素进行优化配置，使科技实力大幅提升、科技管理机制日益完善、科技资源配置日趋合理、科技服务能力不断增强、科技人才队伍不断壮大，在科技管理改革、科研体制改革、城乡科技体制改革等方面取得显著成效，并取得坚持党的领导、聚焦解决影响创新发展问题、结合市场和科技发展规律等5项经验。

Achievements and Experience of Guangxi Science and Technology System Reform Since Reform and Opening Up

Abstract：Over the past 40 years of reform and opening up， Guangxi has carried out reforms in scientific and technological achievements，scientific and technological talents，scientific and technological plans，scientific and technological opening-up and cooperation，scientific and technological institutions，etc.，and optimized the allocation of various scientific and technological elements，so that the scientific and technological strength has been greatly enhanced，the scientific and technological management mechanism has been increasingly improved，the allocation of scientific and technological resources has become increasingly reasonable，the scientific and technological service ability has been continuously enhanced，and the scientific and technological talent team has been growing，Remarkable achievements have been made in the reform of science and technology management，scientific research system，and urban and rural science and technology system，and five experiences have been obtained，including adhering to the party's leadership，focusing on solving problems affecting innovation and development，and combining the market with the law of science and technology development.

改革開放以来，广西壮族自治区（简称“广西”）党委和政府根据自身的实际情况和发展阶段变化，把科技置于优先发展的战略地位，不断深化科技体制改革，取得了显著成效。广西的科技体制改革在时间上大致经历了初步探索（1978—1991年）、深化改革（1992—2002年）、纵深推进（2003—2012年）和展开新一轮改革（2013年至今）4个阶段。40多年来，广西在科技管理改革、科研体制改革、城乡科技体制改革等方面取得显著成效，科技进步贡献率由改革开放初期不足30%提高到2019年的54.93%[1]，科技对经济增长和社会发展的作用日益增强。

一、广西科技体制改革的主要成就

回望科技体制改革40多年历程，广西的科技相关投入稳步增长，科技队伍不断壮大，这有力地支撑了广西的经济社会发展，特别是自2016年9月广西党委和政府召开全区创新驱动发展大会以及实施“三百二千”科技创新工程以来，广西在汽车、高端金属新材料、杂交稻优质化育种等领域取得了一批达到国际先进水平的重大创新成果。……
