摘 要：湖北省多年来深入推行科技特派员制度，在全国科技特派员制度推行和科技服务的伟大实践中拼搏奋进，从启动科技特派员地市试点工作，到全面开展科技特派员基层创业行动，从出台深入推行科技特派员制度实施意见，到开展湖北省科技特派员“百县千镇万人”工程实施，围绕产业链布局人才链的科技生态日臻完善。科技特派员个人、团队和法人单位点面结合，工作室与工作站交相辉映，他们立足湖北服务华中片区和秦巴山区，辐射服务全国各地，湖北科技特派员的服务足迹遍布荆楚星辰大地，谱写着新时代湖北科技特派员服务体系的新篇章。

Creating a Source of Innovation in the New Era

——Taking Hubei Science and Technology Correspondent System as an Example

Abstract：Over the years， Hubei province has carried out the system of science and technology commissioners in depth， and made great efforts in the great practice of implementation of the national system of science and technology commissioners and science and technology services. From launching the pilot work of science and technology commissioners at the prefecture and municipal level to carrying out a comprehensive grassroots entrepreneurship initiatives of science and technology commissioners， from issuing opinions on implementing the system of science and technology commissioners to carrying out the project of “100 counties， 1000 towns and 10000 science and technology commissioners” in Hubei Province， the scientific and technological ecology that centering on the industrial chain and laying out the talent chain is getting better and better. As Individual， team and corporate unit coexisting， studio and workstation assisting each other， science and technology commissioners serve the central China area and qinba mountain area and radiate across the country based on Hubei. The service footprints of Hubei science and technology commissioners are all over the land of Jingchu， writing a new chapter of Hubei science and technology commissioners service system in the new era.

科技特派員制度是以科技创新为导向的农村工作重大机制创新，是落实新时代创新驱动发展战略和乡村振兴战略的重要抓手。2019年10月21日，科技特派员制度推行20周年总结会议在北京召开，习近平总书记指出，科技特派员制度推行20年来，坚持人才下沉、科技下乡、服务“三农”，队伍不断壮大，成为党的“三农”政策的宣传队、农业科技的传播者、科技创新创业的领头羊、乡村脱贫致富的带头人，使广大农民有了更多获得感、幸福感。[1]2021年3月22日，习近平总书记在福建考察调研时指出：“要很好总结科技特派员制度经验，继续加以完善、巩固、坚持。”

一、科技特派员制度的历史沿革与发展逻辑

科技特派员制度是习近平总书记在福建工作时亲自总结基层实践、科学深化提升、大力倡导推进的一项重要的农村工作机制创新，习近平总书记对科技特派员制度的关心关切一以贯之。……
