【摘  要】油气田企业是以石油、天然气开采为主要业务的能源企业，是国家能源安全的重要保障，是中石化、中石油等企业上中下游一体化链条中的源头部分，承担着重要的政治责任、社会责任和经济责任。油气田企业属于劳动密集型企业，由于业务所涉及的介质以石油、天然气及其衍生品为主，存在高压、易燃、易爆等危险特性，安全生产事故易发高发也是上游企业的重要特征。

【Abstract】Oil and gas field enterprises are energy enterprises with oil and natural gas exploitation as their main business. They are the important guarantee of national energy security. They are the source part of the integrated chain covering the upstream， midstream and downstream including Sinopec， CNPC and other enterprises， and bear important political， social and economic responsibilities. Oil and gas field enterprises are labor-intensive enterprises. As the medium involved in business is mainly oil， natural gas and its derivatives， which have dangerous characteristics such as high pressure， flammability and explosiveness. The high probability and frequency of production safety accidents are also important characteristics of upstream enterprises.

1 对安全的认识和思考

①安全是业务的一种状态。安全工作要融入业务之中，不能独立存在，安全是业务的状态之一，业务除了安全状态之外，业务还有进度状态、质量状态等其他状态。因此，人们一般会用“又好、又快、又安全”来评价某项业务的质量状态、进度状态和安全状态。因此，实际上安全管理的对象是业务，要想管好安全，要把精力放在业务本身的管理上面，要了解管哪些业务、业务的风险状况和特点，通过消除隐患的方法降低风险度，保持好业务的安全状态。

②安全是一门管理科学。业务的安全状态有其自身的规律，规律就是安全的科学。杜邦公司用安全管理的4个发展阶段阐述了这一发展规律。这4个阶段分别是自然本能反应阶段、依赖严格监督阶段、独立自主管理阶段、互助团队管理阶段。杜邦公司用“安全事故率比工业平均值低10倍，杜邦员工在工作场所比在家里安全10倍”的安全业绩为这一发展规律作出了很好的注解。……
