摘 要：为探究内蒙古水资源消耗与产业结构协调发展情况，构建了水资源综合利用水平与产业结构发展评价指标体系，采用熵权法、水资源发展评价模型和耦合协调度模型，对黄河上游内蒙古自治区2009—2018年水资源消耗和产业结构发展及其耦合协调时空特征进行了研究。结果表明：①内蒙古水资源消耗状况不断改善，从注重引黄转变为促进治黄为主，实现水质水量长线发展;②内蒙古产业结构不断优化，产业结构发展空间差异显著;③水资源综合利用水平与产业结构的耦合协调度不断提高，具有明显的空间集聚性。

Abstract： In order to explore the coordinated development of water resources consumption and industrial structure in the Upper Yellow River， the development evaluation index system of comprehensive utilization level of water resources and industrial structure was constructed by using entropy weight method， water resources development evaluation model and coupling coordination degree model. Based on the data of Inner Mongolia in the upper reaches of the Yellow River from 2009 to 2018， the spatial-temporal characteristics of water resources consumption and industrial structure development and their coupling coordination were studied. The results show that a） the consumption of water resources in the upper reaches of the Yellow River is improving continuously and Inner Mongolia has changed its focus from diversion to management to achieve long-term development of water quality and quantity of the river; b） the industrial structure in the upper reaches of the Yellow River has been continuously optimized and the spatial differences of the industrial structure development is significant; c） the coupling coordination degree between the comprehensive utilization level of water resources and the industrial structure is continuously improved， with obvious spatial agglomeration.

產业结构是决定区域经济发展水平的关键因素，优化产业结构是促进区域经济发展的重要方面。产业发展需要水资源的支撑，其在不同产业之间的分配方式极大影响着产业结构转变。随着经济社会的快速发展和人口的不断增长，水资源供需矛盾日益突出。研究水资源综合利用与产业结构之间的关系，促使产业结构向低消耗水资源的方向转变，提高水资源利用效率，对于解决水资源供需矛盾具有非常重要的意义。众多学者对产业结构与水资源利用的关系进行了研究，有学者认为产业结构与水资源的耦合协调度为高或中等关联水平[1-2]，也有学者认为二者耦合关系不强[3-4]。……
