摘  要：为了更好地发挥NSFC-河南联合基金的导向作用，提高河南地区高校及科研院所的科技创新能力，为河南地区人才培养和集聚服务，本文分析梳理了NSFC-河南联合基金发展背景及目前问题及成因之间的关系，进而提出相应的决策策略，为政府机构的NSFC-河南联合基金的政策修缮提供合理化建议，更好服务于河南省的基础研究和人才培养事业。

NSFC-Henan Joint Fund Implementation Effect Evaluation and Countermeasures

Abstract： In order to give full play to the guiding role of NSFC-Henan joint fund， improve the scientific and technological innovation ability of universities and research institutes in Henan， and serve for talent cultivation and agglomeration in Henan， this paper analyzes the development background of NSFC-Henan joint fund and the relationship between the current problems and their causes， and then puts forward the corresponding decision-making strategies， so as to provide reference for the NSFC-Henan joint fund of government agencies and  reasonable suggestions for policy repair， and better serves the basic research and talent training of Henan Province.

1  NSFC—河南联合基金建立背景及发展沿革

2011年，中原经济区纳入《全国主体功能区规划》[1]，正式上升为国家战略，在政策层面提供支持。但与其他经济区主体省份相比，河南省在高层次人才培养，师资队伍学历、职称结构及科研成果，国家重点院校及重点实验室等诸多方面存在明显不足[2]。上述不足造成河南省在科研实力指标性数据“国家自然科学基金立项数量及金额”与其他经济区主体省份差距较大[3]。

基于上述问题，为发挥科学基金的导向作用，自然科学基金委与河南省人民政府于2011年签署第一期协议，共同设立国家自然科学基金委员会-河南省人民政府人才培养联合基金（NSFC-河南人才培养联合基金）。至2015年第一期协议结束，投入资金1.9亿元，资助了省内46家依托单位等开展基础研究[4]。基于NSFC-河南联合基金一期的良好效果，国家自然科学基金委与河南省人民政府在2015年签署联合基金二期合作协议[5]。……
