【摘  要】论文从国家企业技术中心评价标准出发，明确企业技术中心建设的现实意义，并提出企业技术中心的建设对策：一是健全体制机制，加强顶层设计;二是增加创新经费投入，打造创新人才基地;三是搭建技术创新平台，重视知识产权管理;四是落实产学研合作，促进成果转化。

【Abstract】Starting from the national evaluation standards of enterprise technology center， this paper makes clear the practical significance of the construction of enterprise technology center， and puts forward the construction countermeasures of enterprise technology center. Firstly， improving the system and mechanism， strengthening the top-level design. Secondly， increasing investment in innovation funds and constructing a base of innovative talents. Thirdly， constructing a platform for technological innovation and attaching importance to intellectual property management. Fourthly， implementing industry-university-research cooperation and promoting the transformation of achievements.

1 引言

企业技术中心是企业根据市场竞争需要而设立的技术研发和创新机构，是企业进行技术创新的重要载体[1]。我国从1992年开始建设和认定企业技术中心以来，已经逐步建立起国家、省、市认定三级企业技术中心梯度，各级企业技术中心承担技术创新任务和实施科技成果转化，成为一个企业创新能力及持续发展动力的重要体现，对促进我国创新能力体系建设和完善有重要意义。随着创新驱动战略的深入实施，企业技术中心成为衡量一个企业综合实力的重要标准，其发展质量对于增强企业自主创新能力及市场竞争力、带动企业转变经济发展方式、形成创新型企业、促进企业创新体系升级起着关键推动作用。因此，建设企业技术中心并将其纳入企业的战略规划当中在当今时代显得尤为重要。

2 建设企业技术中心的现实意义

从技术中心的定位来看，技术中心致力于解决企业在创新发展过程中的关键性问题，是保证企业探究技术发展规律与趋势，制定战略创新计划，实施技术创新策略的研究机构。……
