【摘  要】近年来，大部分纪检机关能够认真贯彻落实党的十九大、十九届中央纪委系列全会精神，严格落实“双重领导”体制和“三为主”要求，持续在主责主业深入融入中心上下功夫。但由于政治站位不高、体制固化、专兼职人员综合素质不高等因素，在履行监督责任时仍存在一些瓶颈和问题，需要给予高度重视并结合企业实际切实加以解决。

【Abstract】In recent years， most of the disciplinary inspection agencies have been able to seriously implement the spirits of the 19th National Congress of the Communist Party of China and a series of Plenary Sessions of 19th Central Commission for Discipline Inspection， strictly implement the "dual leadership" system and the "three-mainstay" requirements， and continue to work hard to deeply integrate the main responsibility and main business into the overall situation of the center. However， due to the factors of low political position， solidified system and low comprehensive quality of full-time and part-time personnel， there are still some bottlenecks and problems existing in the performance of supervision duty， which need to be paid great attention to and effectively solved in accordance with the actual situation of the enterprise.

1 引言

纪委的监督责任既是党章赋予的权力，又是纪委的重要职责，各级纪委（纪检组）是党内监督的专职机关。基层纪委（纪检组）要始终坚持以“服务中心、保障中心、促进中心”为根本，紧扣“三转”要求，持续在聚焦主责主业上下大力气破瓶颈、抓落实，坚决履行好协助党委全面从严治党的职责，持续深入推进党风廉政建设和反腐败工作;督促相关组织、部室针对重点岗位和关键环节持续在超前预控、过程严控上发力。真正把监督效力转化为改进工作作风、真抓实干、提升效能和工作实效的过程。

2 日常监督中存在的主要问题

2.1 强化政治领导开展监督方面存在的问题

一是部分纪委书记（纪检组组长）与同级党组织书记经常性的沟通、融合意见较少，对党委的大局管控思想，因站位不高、领会不够，不能提出有针对性和实效性的工作建议;二是纪委书记（纪检组组长）在监督同级党组织贯彻落实“三重一大”集体决策、民主集中制、党委会议事前置规则，只停留在程序监督，对重大决策部署，不担当、不作为，不敢从纪检监督角度提出意见，不愿直言“补台”，未真正发挥监督促进作用。……
