【摘  要】金融科技这一新兴产业的发展已经超越人们对传统产业发展规律的认知，发展背后的动力不仅仅局限在市场供需层面。发达国家凭借技术、资本的优势，意欲垄断市场，甚至想塑造国际竞合关系。因此，有必要研判发达国家金融科技的发展趋势，提取借鉴之处并提出应对之举，论文介绍了这一研究的设想。

【Abstract】The development of fintech， an emerging industry， has gone beyond people's understanding of the development law of traditional industries. The driving force behind the development is not limited to the level of market supply and demand. With the advantages of technology and capital， developed countries intend to monopolize the market， and even want to shape the international cooperation-competition relationship. Therefore， it is necessary to study and judge the development trend of fintech in developed countries， extract the reference and put forward the coping measures. This paper introduces the assumptions of this research.

1 引言

科技是第一生产力，金融则提供了社会生产必不可缺的资本。金融融合科技，提高金融的普惠性和效率，同时，也促进科技的发展。因此，金融科技受到了越来越多国家的重视。《金融科技（Fintech）发展规划（2019-2021年）》的提出推动我国金融科技发展居于国际领先水平，发达国家因其在资本、技术等方面的积累，发展金融科技具有先天的优势。他山之石，可以攻玉，因此，调研发达国家金融科技发展现状，归纳其特点，预测其发展趋势，总结值得我国金融科技发展借鉴的顶层设计、产业政策、法律保障，进而提出增强我国金融科技行业国际竞争力的应对策略、措施，极具理论价值与实践意义。

2 研究现状

2.1 发达国家金融科技发展现状

若干金融科技行业发展报告构成了本研究的基础。从对基础研究的梳理中，得出一些基本觀点。首先，金融科技投融资态势迅猛，北美洲和亚洲、欧洲最为活跃;其次，“适度监管、鼓励创新”的监管理念已成共识;最后，美国、英国、新加坡、中国香港、日本等重点国家或地区依然发挥着一定示范作用。……
