【摘  要】近年来，中小企业占全国企业总数的比重及其总产值占全国GDP的比重逐步增加，并提供了大量的就业岗位。但是由于各种不确定性因素，中小企业损失了部分发展的机会。随着我国市场经济和经济全球化的不断发展，中小企业面临的问题日趋复杂化，无论是内部还是外部因素都会对其带来一定影响。所以中小企业较低的财务管理水平、较弱的防范和控制财务风险的能力等问题阻碍了其健康可持续发展，所以中小企业管理者必须有效解决上述问题。

【Abstract】In recent years， the proportion of the number of small and medium-sized enterprises in the total number of enterprises and their total output value in the national GDP has gradually increased， and they provide a large number of jobs. But due to various uncertainties， small and medium-sized enterprises lose some opportunities of development. With the continuous development of market economy in China and economic globalization， the problems faced by small and medium-sized enterprises are becoming more and more complex. Both internal and external factors will have a certain impact on them. Therefore， the low level of financial management， weak ability to prevent and control financial risks and other problems of small and medium-sized enterprises hinder their healthy and sustainable development， so the managers of small and medium-sized enterprises must effectively solve the above problems.

1 中小企业财务风险的成因

1.1 企业投资与决策失误

投资风险是企业投资者在进行投资的过程中所承担的风险。目前，大部分中小企业在投资决策上为了实现利益最大化而违背企业创立的初衷。因此，投资存在风险是不可避免的，所以在决策上企业管理者更应该做到谨慎不盲目，一定要提前做好准备进行有效的分析，严格控制成本并加大企业监管力度。

1.2 企业的财务风险防范意识薄弱

防范意识不足归根结底是没有一个正确清晰的认识，解决这一类型的问题就需要了解其含义以及成因，通过深入的了解做到知己知彼。企业经营中的财务风险是客观存在的、不可消除的，只能采用针对性的办法来使之降到最低，而采取有效措施的前提是充分认识它的形成过程。……
