摘  要： 文章以国家人工智能产业规划及其所涉的关键技术为基础，分析了人工智能专业设置与建设中存在的主要问题。针对地方院校现状，从整合专业资源、设定培养目标和专业方向、创新课程设置等方面，对地方院校办好人工智能专业、提高人才培养质量的途径进行了研究，提出有意义的建议。

Reflex on the talents training of AI specialty in local universities

Abstract： On the basis of the national artificial intelligence industry planning and the key technologies involved， this paper analyzes the main problems in the establishment and construction of AI specialty. According to the current situation of local colleges and universities， the ways to run AI specialty and to improve the quality of talent training in local colleges and universities are studied on the aspects of integrating professional resources， setting training objectives and professional direction， and innovating curriculum， and meaningful suggestions are put forward.

0 引言

人工智能逐渐成为当前科技与创新前沿发展的“超级风口”。各个国家纷纷将自己的技术与应用引入到人工智能领域，抢占相关技术及其应用的制高点。我国高度重视人工智能技术的发展，其关系到我国能否抓住新一轮科技革命和产业变革机遇的战略问题[1]。

美国在人工智能技术方面处于世界领先地位。在2016年白宫就成立了人工智能和机器学习委员会，负责统筹协调美国各界在人工智能领域方面的行动，探索人工智能相关政策与法律的制订。随后《美国国家人工智能研究与发展战略规划》的出台，标志着美国已将人工智能上升为国家战略，确定了人工智能发展的7项长期战略。该规划在2019年的修订版中又将“该计划认识到国际合作对成功实现这些目标的重要性，同时保护美国AI研发企业免受战略竞争对手和敌对国家的侵害。”列为第八项战略目标[2]。2021年1月12日，美国白宫科技政策办公室成立了国家人工智能倡议（American AI Initiative）办公室，负责监督和实施国家人工智能战略，以确保美国未来几年内在人工智能关键领域的领导地位。……
