【摘  要】目前，成渝经济圈相对于中部长三角、东部京津冀、沿海粤港澳这些发展较成熟的城市群来说还处于起步阶段，学界对其研究也是方兴未艾，视角新颖。因此，论文以较发达地区城市群为对象，以基本公共服务均等化为关键词进行文献综述，从众多文献中梳理出协同治理、一体化、均等化三者之间的理论内涵和实际关系，并总结现阶段较成熟城市群中基本公共服务均等化的现状、困境、原因以及对策建议，希望通过考察和对比总结，为后续成渝基本公共服务均等化研究奠定现实依据和理论基础。

【Abstract】At present， Chengdu-Chongqing Economic Circle is still in the initial stage compared with the central Yangtze River Delta， the eastern Beijing-Tianjin-Hebei region， and the coastal Guangdong， Hong Kong and Macao urban agglomerations， which are more mature in development. The academic research on it is also on the rise with a new perspective. Therefore， the paper takes the urban agglomerations in the more developed areas as the object， and takes the equalization of basic public services as the key word to carry on the literature review， sorting out the theoretical connotation and practical relationship among collaborative governance， integration and equalization from numerous literatures. At the same time， it summarizes the current situation， predicament， reasons and countermeasures of the equalization of basic public services in the more mature urban agglomerations. It is hoped that through the investigation and comparative summary， it will lay a realistic basis and theoretical foundation for the follow-up research on the equalization of basic public services in Chengdu-Chongqing.

1 引言

为适应新全球化的发展趋势，中国的区域发展战略与格局也在进行积极的重构，中央更加注重打造城市群、都市圈的一体化发展水平，先后出台了《京津冀协同发展规划纲要》《粤港澳大湾区发展规划纲要》《长江三角洲区域一体化发展规划纲要》与《成渝地区双城经济圈建设规划纲要》。成渝经济圈对于长三角、京津冀、粤港澳这些发展相对成熟的城市圈来说还处于起步阶段，学界对其研究也是方兴未艾，视角新颖。通过搜索文献，发现对城市群、都市圈的研究大都集中在协同治理方面，包括区域环境、区域产业、区域基础设施、区域公共服务等。而实现基本公共服务均等化不仅是2035年的远景目标之一，也是促进这些城市群、都市圈协调发展的关键。……
