【摘  要】中小企业在解决就业、科技创新、满足生产生活需要、推动城乡区域协调发展中发挥了重要作用，成为我国经济发展和社会进步的生力军。但是，中小企业管理理念、自身规模、抗风险能力等方面的局限性在某种程度上制约着其可持续性发展，政府如何引导和扶持中小企业发展壮大就显得尤为关键。

【Abstract】Small and medium-sized enterprises play an important role in solving employment， scientific and technological innovation， meeting the needs of production and living， and promoting the regional coordinated development of urban and rural areas， and become the new force of economic development and social progress in China. However， the limitations of small and medium-sized enterprises in terms of management concept， their own scale and risk resistance capacity are to some extent restricting their sustainable development， and it is especially crucial for the government to guide and support the development and growth of small and medium-sized enterprises.

1 中小企业的发展环境

1.1 国际环境

2018年，美国、欧盟、日本等发达国家与地区通过双边或多邊谈判签署了一系列贸易协定，全球贸易体系的影响力不断增强。此外，酝酿已久的WTO改革也被提上日程。这些重大谈判与合作事项表明国际贸易规则正在重构，新一代国际贸易标准正在形成。由发达国家主导的国际贸易规则变化，进一步影响了我国企业的对外贸易环境。

1.2 国内环境

1.2.1 经济环境

从经济发展宏观环境来看，经济发展机遇与挑战并存。2018年中央经济工作会议指出，我国宏观经济发展总体向好，三大攻坚战、供给侧结构性改革进展顺利，我国的发展仍将长期处于重要的战略机遇期，但同时国内经济发展正处于“三期叠加”的阶段，改革开放进入深水区和攻坚区，经济运行稳中有变、变中有忧，新的下行压力出现。

1.2.2 政策环境

近年来，国家积极出台各类政策，就营商环境建设、组织建设、融资问题、财税支持等多方面支持中小企业健康发展。2019年，中共中央办公厅……
