摘  要  新时期国土空间规划“一张图”是规划信息化建设理论的重构，而由“数据融合”到“應用驱动”是其关键命题。本文结合浏阳地方实践，从“数据融合、机制标准、信息平台、应用驱动”四个方面重构国土空间规划“一张图”建构路径，初步探索其在项目策划生成、空间智能计算、成果质量检查、实施监督反馈等方面的具体应用，以期为其他市县级国土空间规划“一张图”推进提供浏阳经验。

Exploration and Application of “One Map” Construction of Land-Space Planning in Liuyang

Abstract： “One Map” of new land-space planning was the reconstruction of planning informatization theory， and it was the key from “data fusion” to “application-driven”. Combining with the local practice in Liuyang， the theory of “One Map” construction in land-space planning and its realization path was explored from four aspects， including the data fusion， mechanism standards， information platform and application drive. The specific applications of “One Map” in project planning， intelligent spatial calculation， result quality inspection， implementation supervision and feedback preliminarily were also explored preliminarily. It can provide other cities with the experience for their further advancement in information construction of land-space planning.

引言

新时期国土空间规划是全面推进生态文明体制建设、提升国土空间治理体系和治理能力现代化水平的重大举措。《中共中央、国务院关于建立国土空间规划体系并监督实施的若干意见》明确提出，国土空间规划是对国土空间的保护、开发、利用、修复做出的总体部署与统筹安排，是各类保护与开发活动的基本依据，并同步提出完善国土空间基础信息平台的要求。《自然资源部办公厅关于开展国土空间规划“一张图”建设和现状评估工作的通知》《自然资源部信息化建设总体方案》等文件指出，国土空间规划“一张图”建设服务于国土空间规划编制、审批、实施和监督全流程，充分应用新一代信息技术使国土空间规划成为真正的智慧型规划。国土空间规划“一张图”对于支撑国土空间规划的全生命周期动态监管、智能分析和监测预警有着重要作用[1]，而如何做到“好用、管用、适用”仍是其当前关键议题[2]。……
