摘  要：该文以教育部《关于一流本科课程建设的实施意见》出台为背景，梳理并分析了当前我国高校“法规”类课程设置与建设现状，对标“意见”精神及要求，指出了当前“法规”类课程建设存在的问题和不足，进而从“转变教育理念及教学模式、优化教材内容和结构、加强师资队伍（团队）建设以及重构课程评价体系”等方面对进一步加强和完善高校“法规”类课程建设的方法和路径做出有益探讨。

On the Construction of "Laws and regulations" Courses in Colleges and Universities in the New Era

—Taking the publication of the Implementation Opinions on the Construction of First-class Undergraduate Courses as an example

Absrtact： Based on the implementation opinions on the construction of first-class undergraduate courses issued by the Ministry of education， this paper combs and analyzes the present situation of  the curriculum provision and construction  of " laws and regulations" in colleges  and  universities in China. According to the  spirit and requirements of "opinions"， this paper points out the existing problems and shortcomings in the construction of the current "law and regulations" courses and then makes a helpful exploration to  further strengthening  andimproving the methods and paths of " law and regulations" curriculum construction in colleges and universities from view of changing the educational ideas and teaching mode， optimizing the content andstructure of the teaching materials，  strengthening the construction of " team" and reconstructing the course evaluation system.

在2018年9月举办的全国教育大会上，习近平总书记讲到：“培养什么人，是教育的首要问题。”在我国教育中，要将社会主义建设者的培养作为重要的内容，从而培养出拥护党的领导，拥护社会主义制度并且能够为社会主义事业不断拼搏的人才。

针对“如何落实新时代教育工作根本任务”，我国高等教育率先发力，通过“全国高等学校本科教育工作会议”等会议的召开、相关的指导性文件的出台，就新时代我国高等教育的改革和发展形成了“坚持‘以本为本，推进‘四个回归”“高教大计、本科为本，本科不牢、地动山摇”“人才培养是本，本科教育是根”“坚持立德树人，并且让学生忙起来，让教师更加强大，让管理更加严格，促进教育改革的不断推进，从而全面培养综合型人才”等共识。

2019年10月31日，教育部印发了《关于一流本科课程建设的实施意见》（以下简称“意见”）强调“课程是人才培养的核心要素，课程的效果也直接关系着人才的培养效果，因此，必须要将教学改革的结果落实到课程建设上”。……
