摘  要：近几年随着经济发展，建筑市场招投标工作也得到了稳定、有序的发展，招投标工作已成为施工单位的重中之重。工程招标是一项综合性工作，要靠公司多项人员相互配合、相辅相成才能做好招投标工作，必须先投入一定数量的先进设备，理顺招标人员与其他单位和员工的工作关系，做好招标文件，最后严格按招标工作文件的要求进行执行。建设公司要分析好市场情况，参与商业竞争，最后做出正确的投标决策。同时，要做好企业的工程建设和生产，根据工程规划项目完善招标管理。

On Bidding Procedure and Base Price Management of Construction Project

Abstract： in recent years， with the economic development， the construction market bidding work has also been stable and orderly development， bidding work has become the top priority of the construction unit. Project bidding is a comprehensive work， which depends on the cooperation of a number of personnel of the company to complement each other. A certain number of advanced equipment must be put in first， the working relationship between the bidding personnel and other units and employees should be straightened out， and the bidding documents should be well prepared. Finally， the requirements of the bidding documents should be strictly followed. The construction company should analyze the market situation， participate in the commercial competition， and finally make the correct bidding decision. At the same time， it should do a good job in the engineering construction and production of the enterprise， and improve the bidding management according to the project planning project.

在近年來，很多建设项目招标过程中都存在各种矛盾，扰乱了建筑市场的社会秩序，影响了一些工程项目的正常质量水平。为了确保该招标程序，公开和公正，应按照有关规定组织好招标的关键要素，从而按照各种程序完成招标工作。

1  建设工程的具体招标，投标程序

为实现招标的公平和正义，建设工程的招标应该更加谨慎，招标本身是一项较为困难的工作，招标不仅是投标单位的身份形象塑造，而且与地方政府有关的职能部门形象树立息息相关，为了避免在招标工作中出现腐败问题，每个重大建设项目的投标工作都受到现代人的密切关注。

1.1 实行招标发包的工程

一般工程项目的招标单位或公共招标代理机构应当按照明确规定前提做好招标文件，严格按照组织招标工作规定进行行事。……
