摘  要：国家重大科研项目具有时间跨度大、合作单位多、研究任务多、关联性强等特点，现有管理系统无法对项目参与单位进行研究的全过程管理，导致科研进度、成果、质量管理混乱。通过以国家重点研发计划项目为例，总结项目特征、过程管理及绩效评价内容，梳理项目、课题和子课题层级的里程碑计划及接口清单，构建与之相适应的科学、有效、动态的科研项目一体化管控系统，实现了进度计划、成果质量、经费使用、专项事务等内容的实时可视化管控。

Abstract：The national major scientific research projects have the characteristics of long time span，many cooperative units and research tasks and strong correlation. The existing management system can not conduct the whole process management of the project participants，which leads to the confusion of scientific research progress，achievements and quality management. Taking the national key research and development projects as an example，this paper summarizes the project characteristics，process management and performance evaluation contents，combs the milestone plans and interface lists at the project，topic and sub-topic levels，constructs a scientific，effective and dynamic integrated management and control system for scientific research projects to realize the real-time visual management and control of the schedule，the quality of achievements，the use of funds and special affairs.

科研項目管理是高等学府及科研院所教学与科研工作中一个非常关键的组成部分[1]。科研项目管理水平与效能对一个单位科研进展、项目配套经费使用以及项目成果效益等都会产生重大影响[2]。2018年，国务院印发了《关于优化科研管理提升科研绩效若干措施的通知》，指出要进一步加大科技领域“放管服”改革力度，科研信息化建设工作是落实“放管服”改革的一个突破口[3]。目前我国科技体制改革已初见成效，政府各部门简政放权，不再直接管理具体项目，建立了统一的、公开的国家科技管理信息系统公共服务平台，全面支撑重大专项、重点研发计划等科技计划的管理工作[4]。科研项目是提高我国科学技术水平最主要的途径[5，6]，但现阶段研究型机构迫于生存和发展的内在压力，长期以……
