摘  要：我国经济发展日新月异，目前已经做出适应性的政策调整，从而让数字中国成为一项关键的国家战略，并在此基础上强调了数字政府建设、数字经济发展等要求。文书档案数字化管理转型，也随之提上议事日程，它极强地显现出对于档案建设的价值，而其快速处理海量数据的功能、现状及优化策略等，则将成为此次论题的要点，处理好此类情况，才有可能进一步有利于文书档案数字化建设目标有效达成。利用行之有效的文书档案数字化加工和处理，能够促进构建形成完整程度更高的文书档案管理系统，让数字档案被纳入综合式、一体化管理视域之下，这就极大地便利单位业务人员、科研人员的检索与查阅工作，给后续的各项工作提供良好的服务。

Research on Optimization Strategy of Digital Management of Documents and Archives

Abstract： With the rapid development of China's economy， adaptive policy adjustments have been made to make digital China a key national strategy. On this basis， the construction of digital government and the development of digital economy are emphasized. It will be helpful for the construction of digital archives to achieve the goal of digital archives management. The use of effective digital processing and processing of documents and archives can promote the formation of a higher degree of integrity of documents and archives management system， so that the digital archives are included in the comprehensive and integrated management perspective， which will greatly facilitate the retrieval and consulting work of business personnel and scientific research personnel， and provide good services for the follow-up work.

文书档案数字化管理，即借助图像扫描技术、数据压缩与存储技术等手段，将传统意义上的纸质档案给予扫描和录入，让其在接受加工处理之后，转化成计算机可以识别的、具有数字化特点的文字及图像，以便在接下来数字化档案数据库的建设，以及多媒体数据库档案资源的应用等，为档案信息管理水平提升、利用效率发展等做出积极的服务支撑。
