摘要：电力设计院目前的知识管理主要集中于档案管理，存在知识获取不全、知识利用率低等问题，对于知识库的应用较少。本文分析了电力设计院构建知识库的必要性，并提出了知识库的构建原则。最后以变电土建工程知识库中的土建造价库为例，介绍了利用本体构建知识库的方法，对其功能进行了分析。本文构建的知识库可以较好地满足电力设计人员对于设计、造价工作的要求，提出的知识库构建方法能够为电力设计院的知识管理提供借鉴参考。

Abstract： At present， knowledge management in electric power design institute is mainly focused on archive management， but the application of knowledge base is less， and there are some problems such as incomplete knowledge acquisition and low knowledge utilization rate. This paper analyzes the necessity of knowledge base construction in electric power design institute， and proposes the construction principle of knowledge base. Finally， taking the civil engineering cost database of the knowledge base of substation civil engineering as an example， this paper introduces the method of using ontology to construct the knowledge base and analyzes its functions. The knowledge base constructed in this paper can better meet the design and cost requirements of electric power designers， and the proposed method of knowledge base construction can provide reference for knowledge management of electric power design institutes.

1 引言

電力设计院作为知识密集型组织，业务快速增长带来了设计文件的快速增多，为确保文件的完整性和精确性，对电力设计院进行知识管理尤为重要。目前已有部分电力设计院初步构建了自己的知识管理平台系统，但大多数的设计院在知识管理上仍存在问题，没有对知识进行有效的沉淀归档和利用。知识库作为计算机中的知识集群，具备良好的知识存储、共享、创新等功能，便于设计人员操作使用。目前，电力设计院较少地将知识库应用于知识管理。基于此，本文通过对电力设计院的知识管理现状进行分析，提出了将知识库应用于电力设计院进行知识管理，详细阐述了构建电力设计院知识库的必要性及原则，并以变电土建工程知识库的构建为例对知识库的构建方法和功能进行了分析。……
