【摘  要】采用2017-2019年度统计数据对河海大学图书馆采购的外文期刊库进行分析和评价，分析文献学科覆盖，对其进行频次统计，进一步探讨其核心保障率问题，并通过标准COUNTER报告调查外文期刊文献全文下载、引用及未保障率，找出外文期刊数据库在本校的运行规律及利用中存在的问题等。为图书馆外文期刊数据库订购决策和学科保障提供参考，针对如何提高利用率及外文期刊本地化开发利用，提出了外文期刊文献保障的对策。

Abstract： Through the 2017-2019 statistical data to analyze and evaluate the foreign language journal library purchased by the Hohai University Library， analyze the literature subject coverage， conduct frequency statistics on it， and further explore the core guarantee rate issue， and investigate the foreign language journals through the standard COUNTER report Full text downloads， citations， and non-guaranteed rates of documents， and find out the operating rules and problems in the use of foreign language journal databases in our school. It provides references for the librarys foreign language periodicals database ordering decision and discipline guarantee， and proposes countermeasures for foreign language periodicals document guarantee for how to improve the utilization rate and the localized development and utilization of foreign language periodicals.

引言

外文期刊的需求量日益增大，面对与日俱增的订购费，利用率不高的矛盾显得尤为突出。据相关文献统计，高校图书馆外文期刊利用率还不到30%，导致各高校图书馆经费紧缺、订购品种连年下降。近年来，虽然各馆外刊经费也在不断加大，但其增长率远低于价格的涨幅。据估算，外刊还会以年均6%—10%的幅度递增，势必导致原订外刊品种减少，许多重点学科的核心、常用期刊品种缺漏。因此，外文期刊的利用、保障和开发共享被提到图书馆的议事日程。

1.统计对象方法及数据来源

本研究以本校图书馆目前所订购部分外文全文期刊及其2017-2019年度的下载量和引用量为基础数据，结合IF（期刊的影响因子）值、JCR Q值、SJR等分析评价手段，采用统计学描述，应用计量学、频数统计法等对源数据进行汇总，分析本校外文期刊保障率及具体学科利用情况，探索图书馆外文期刊资源投入优化与建设策略，提升服务及开发利用效率。……
