摘 要：新时代，科技创新对社会经济和产业发展的影响越来越大，渐渐成为世界各国增强综合国力、提升产业国际竞争力的主要着力点。高新技术企业作为科技创新的重要经济实体，我国对其发展给予高度重视，陆续出台了一系列保障和鼓励高新技术企业发展的政策，高新技术企业已成为实施创新驱动发展战略、推动经济高质量发展的有力保障。本文对国家和部分省市现行的高新技术企业政策进行研究，针对河南省高新技术企业现状和政策措施，得出发展启示，为科技管理部门提供政策参考。

Policy Research on High-tech Enterprises in the New

Situation and Its Enlightenment to Henan Province

Abstract： In the new era， technological innovation has an increasingly greater impact on social economy and industrial development， and has gradually become the main focus of countries around the world to enhance their overall national strength and enhance the international competitiveness of industries. As an important economic entity of technological innovation， my country attaches great importance to the development of high-tech enterprises， and has successively issued a series of policies to guarantee and encourage the development of high-tech enterprises， and high-tech enterprises have become a powerful guarantee for implementing innovation-driven development strategies and promoting high-quality economic development. This paper researches the current state and some provinces and cities' current high-tech enterprise policies， and obtains development enlightenment based on the current situation and policy measures of high-tech enterprises in Henan Province， and provides policy reference for science and technology management departments.

在我国，高新技术企业一般是指在国家颁布的《国家重点支持的高新技术领域》范围内持续进行研究开发与技术成果转化，形成企业核心自主知识产权，并以此为基础开展经营活动的居民企业，是知识密集、技术密集的经济实体。高新技术企业的发展不但能衡量一个国家和地区科技创新和综合竞争力，而且对落实创新驱动发展战略，加快创新型国家建设，实现经济高质量发展具有十分重要的意义[1-5]。

1 我国高新技术企业政策综述

我国高新技术企业认定工作始于20世纪90年代初，2008年4月出台的《高新技术企业认定管理办法》明确提出国家重点支持的八个高新技术领域。经认定的拥有核心自主知识产权的高新技术企业将享受15%的企業所得税税率优惠。……
