【摘  要】智慧政府建设背景下，移动政务平台成为公共服务模式创新的重要平台。论文通过对政务网站、政务微博、微信公众号、客户端进行数据统计，进行实证分析，在分析四川省移动政务平台建设情况基础上，找出移动政务平台存在的问题，提出改进意见和建议，以便四川省移动政务服务平台服务能力的持续发展，提升服务型政府服务水平和质量。

【Abstract】Under the background of smart government construction， mobile government affairs platform has become an important platform for public service mode innovation. Based on the data statistics of the government affairs website， the government affairs micro blog， the WeChat public number and the client， and the empirical analysis， the paper finds out the existing problems of the mobile government affairs platform on the basis of analyzing the situation of the construction of the mobile government affairs  platform in Sichuan Province， puts forward improvement opinions and suggestions， so as to ensure the sustainable development of the service ability of the mobile government affairs service platform in Sichuan Province and improve the service level and quality of the service-oriented government.

1 引言

随着互联网、云计算、大数据、区块链、物联网等新兴信息技术飞速发展及现代政府事务日益复杂，电子政府逐渐向“智慧政府”转变。智慧政府是政府顺应社会发展和人民群众需要的革新管理理念、优化政府职能、创新行政方式的集中表现。智慧政府利用先进的信息通信技术，为社会公众提供更智能、更高质量的服务。

党的十八大以来，我国不断深化“放管服”改革，优化服务环境，激发市场活力;十九大报告明确提出“要转变政府职能，深化简政放权，创新监管方式，增强政府公信力和执行力，建设人民满意的服务型政府”。信息化、开放化的社会经济生活和公民参与意识的不断觉醒，要求政府更加灵活高效地提供便捷优质的政务服务。2015年后，党和国家密集出台多个推进各级政府发展“互联网+政务”，加快发展“两微一端”移动服务线上布局相关政策。在原有网站建设基础上，政务服务渠道增加微信公众号、微博、APP客户端等移动政务平台。……
