【摘  要】党的十九届五中全会《建议》强调，“发挥群团组织和社会组织在社会治理中的作用”。在多元社会治理格局中，群团组织和社会组织担任重要的角色，是新时代社会治理不可忽视、不可替代的重要力量。论文从以下4个维度深入阐述发挥群团组织和社会组织在社会治理中的作用的重大意义，即弥补国家政权组织治理资源不足，激发社会活力;有利于发挥基层民主，丰富社会治理手段;有利于有效回应社会关切，满足群众多元化需求;有利于促进社会源头治理，实现社会治理专业化。

【Abstract】The "Proposal"， put forward at the Fifth Plenary Session of the 19th CPC Central Committee， stressed that "we should give play to the role of mass organizations and social organizations in social governance". In the pattern of pluralistic social governance， mass organizations and social organizations play an important role and are an important force that cannot be ignored and replaced in the new era of social governance. From the following four dimensions， this paper elaborates the significance of giving full play to the role of mass organizations and social organizations in social governance， that is， to make up for the lack of governance resources of the state power organization and stimulate social vitality; it will help bring community-level democracy into play and enrich social governance tools; it is conducive to effectively responding to social concerns and meeting the diverse needs of the masses; it is conducive to promoting the governance of social sources and realizing the specialization of social governance.

1 引言

社会治理是国家治理的重要内容，是“五位一体”社会建设的重要方面。以习近平同志为核心的党中央高度重视社会治理工作，对社会治理领域作出了一系列重要论述，在不断探索实践中形成，符合我国基本国情、符合新时代社会主要矛盾的变化、符合人们群众意愿与需求、符合社会治理客观规律的科学制度。在党的十八届三中全会首次郑重提出“社会治理”“创新社会治理体制”概念，强调加快形成科学有效的社会治理体制。十九大报告中明确强调，要“加强社会治理制度建设”，要通过“党委领导、政府负责、社会协同、公众参与、法治保障的社会治理体制”来“打造新时代共建共治共享的社会治理格局”。随着社会治理的不断完善，十九届四中全会更是在社会治理领域有重大的制度创新，提出要建设“社会治理共同体”。……
