【摘  要】国有企业资产从根本上决定了国有企业的业务竞争实力，国有企业有必要进行创新改革促进资产增值保值的目标得以实现。论文围绕混合所有制话题，通过分析“承包+混改”新模式对促进国有资产保值增值的效果，结合现阶段成功实例，提出针对目前国企运营中的“承包+混改”新模式保值增值的途径：强化国有资产保值增值观念，建立科学的决策机制;资产使用管理工作的完善;国有资产内部管理制度的建立和健全。

【Abstract】The assets of state-owned enterprises fundamentally determine the business competitiveness of state-owned enterprises. It is necessary for state-owned enterprises to carry out innovative reform to promote the goal of maintaining and increasing the value of assets to be achieved. Focusing on the topic of mixed ownership， this paper analyzes the effect of the new mode of "contract + mixed reform" on promoting the maintenance and increase of the value of state-owned assets， combined with successful examples at this stage， in view of the new mode of "contract + mixed reform" in the operation of state-owned enterprises， the ways to maintain and increase the value of state-owned assets are put forward： strengthening the concept of maintaining and increasing the value of state-owned assets， establishing a scientific decision-making mechanism， perfecting the management of the use of assets; establishing and perfecting the internal management system of state-owned assets.

1 引言

随着国有企业运营不容乐观的发展状况，2015年出台的《中共中央、国务院关于深化国企改革的指导意见》，意在稳妥推进混合所有制改革，来改善国企的亏损状态。在当前，多数的国有企业都已认识到资产保值增值的必要性，国有资产流失问题也成为政府亟需解决的现实问题。2017年习近平总书记在十九大报告中提出，需要完善国有资产管理机制，促进国有资产保值增值。提高国有资本配置效率、實现国有资产保值增值是实施国有企业混合所有制改革的目标之一。2018年国家推行“双百行动计划”，其中“承包+混改”新模式，推动人员向一线流动，实现国有资产保值增值、轻资产运营，利用市场机制推动利润水平提升。本文通过分析“承包+混改”带来的效果与实例，来对其促进国有资产保值增值的途径进行探究。
