【摘  要】油气储运管道建设在维护国家能源安全、推动社会可持续发展方面发挥着突出作用。如今国家对油气储运管道的建设力度持续加大，并逐步在全国建成了储运管道网络，在能源调配和推动经济均衡发展方面彰显出突出优势。但我國油气储运管道的建设水平较低，在实际建设过程中还存在很多需要解决的问题。所以在认清油气储运管道建设重要性的同时，必须把握好管道建设现状，了解建设环节存在的实际问题，并从不同角度出发提出应对措施，为管道建设和应用奠定基础。

【Abstract】The construction of oil and gas storage and transportation pipelines plays a prominent role in maintaining national energy security and promoting social sustainable development. Nowadays， China continues to increase its efforts to construct oil and gas storage and transportation pipelines， and gradually constructed a storage and transportation pipelines network throughout the country， which shows outstanding advantages in energy allocation and promoting balanced economic development. However， the construction level of oil and gas storage and transportation pipelines in China is relatively low， and there are still many problems to be solved existing in the actual construction process. Therefore， while recognizing the importance of constructing oil and gas storage and transportation pipelines， we must grasp the current situation of the construction of pipelines， understand the actual problems existing in the construction process， and put forward countermeasures from different perspectives， so as to lay a foundation for the construction and application of pipelines.

1 引言

随着国家油气能源使用要求的增多，为确保油气能源的顺利供应，满足社会发展建设的要求，就必须提高对油气储运管道建设的重视程度。油气储运管道建设是一项复杂工作，涉及的技术操作多，施工安装要求高，如果不能够对整个建设过程进行科学把握与管理，很容易出现隐患问题。对此，为有效维护新时期油气储运管道的有效运转，必须在管道建设当中加强对问题与缺陷的有效防控，提出管道建设的科学方案和优化措施，为管道建设质量提高以及后续使用奠定坚实基础。

2 油气储运管道建设的重要性

为有效维护国家能源安全，确保能源有效调配，带动经济的均衡发展，就必须建设优质的油气储运管道，并明确管道建设的重要性。一是巩固能源核心地位。……
