【摘  要】“十四五”开局年的到来标志着国有企业的改革深化进入了一个新的阶段。在这个阶段，与“两个大局”的协同成为国有企业党建体系治理的崭新课题。论文以江苏扬子江高速通道公司的实践及相关计划为例，对“十四五”开局年国企党建体系的治理侧重进行了详细论证，希望为完成国有企业“十四五”的发展任务提供理论支撑。

【Abstract】The arrival of the first year of the "14th Five-Year Plan" marks the deepening of the reform of state-owned enterprises into a new stage. In this stage， the coordination with the "two overall situations" has become a new topic of the governance of the Party building system of state-owned enterprises. Taking the practice and relevant plans of Jiangsu Yangtze River Expressway Company as an example， the paper makes a detailed argumentation on the governance emphasis of the Party building system of state-owned enterprises in the first year of the "14th Five-Year Plan"， hoping to provide theoretical support for the completion of the development task of the "14th Five-Year Plan" of state-owned enterprises.

1 引言

2021年对于国有企业的党建工作而言具有特殊含义，它是我国全面实施“十四五”规划的开局之年，也是在疫情常态下恢复社会发展的一年，更是中国共产党成立100周年。在这样多重前提的影响下，如何将“国企现代化”与“卓越国企党的建设”进行有机融合，形成高效的治理体系，实现企业发展与党建工作齐抓共管的良性格局，便是此后一段时间内党建工作的治理侧重所在。

2 “十四五”时期国企党建的基本出发点

习近平同志曾指出“要胸怀两个大局，一个是中华民族伟大复兴的战略全局，一个是世界百年未有之大变局，这是我们谋划工作的基本出发点”。这也充分地诠释了国有企业党建工作的基本出发点。在中国即将实现民族伟大复兴之际，中国乃至世界都受到了前所未有的冲击——抗疫，在这一年的抗疫斗争中，各行各业的国有企业党建工作以“两个大局”为导向进行了“顺势而为，顺势而变”的调整与治理，通过突破点、创新点的挖掘，同时，打赢了“防疫”与“保产”两项战役。……
