摘要：新发展格局下，企业研发费用越来越成为衡量发展水平和创新竞争力的重要指标。本文采用动态比较的视角，基于对2016—2020年福建省规模以上工业企业研发活动面板数据的深入分析，从经费规模、企业结构、产业分布等多个纬度，监测福建省工业企业研发经费投入发展态势变化，并简要探析内在机理、提出发展对策，据此建议进一步加大财政政策、税收政策、金融政策力度，继续引导和扶持企业加强研发创新投入，促进工业企业加快高水平科技自立自强。

Abstract：Under the new development pattern， the r&d cost has become an important index to measure the level of development and innovation competitiveness. Dynamic comparative perspective， this paper based on the research and development of industrial enterprises above designated size in fujian province in 2016—2020 panel data analysis， from the fund scale， enterprise structure， industry distribution of multiple latitude， monitoring in fujian province industrial enterprise r&d investment development situation changes， and put forward development countermeasure， brief analysis the internal mechanism， In view of this， we suggest further strengthening fiscal， tax and financial policies， continue to guide and support enterprises to increase investment in R&D and innovation， and encourage industrial enterprises to accelerate self-reliance and self-improvement through high-level science and technology.

“十三五”时期，新一轮科技革命和产业变革与全球公共卫生危机的历史性叠加，对工业企业的研发创新形成了严峻考验。新的工业发展浪潮中，前沿技术加速突破和应用，新产品、新业态、新模式不断涌现，工业企业在研发创新上的布局深入扩展，资源要素投入持续显著增加，研发经费增长形成了强劲势头，围绕技术创新的产业竞争日趋激烈[1-6]。2020年全球突发公共卫生危机，一方面使大多数企业正常生产经营受到严重冲击，企业经营效益普遍下滑，部分企业陷入困境，企业技术创新发展态势也不可避免地受到影响;另一方面，为应对公共卫生危机的需求及其给生产生活方式的重大改变，工业技术研发投入有所提升。……
