摘 要 随着我国社会经济的持续发展，人们的物质生活需求获得了有效的满足，精神文化方面的需求开始呈现出蓬勃发展的趋势。公共图书馆是人们获取知识资源的重要渠道，因此近些年来我国政府一直在积极推动基层公共图书馆建设。整体上来看，现今我国区级公共图书馆建设中面临的一项主要问题就是工作人员职业素质能力偏低。本文将结合我国区域图书馆发展趋势，探讨如何有效提升其工作人员的素质水平。

Abstract With the sustainable development of China's social economy， people's material needs have been effectively met， and the spiritual and cultural needs have begun to show a booming trend. Public library is an important channel for people to obtain knowledge resources， so in recent years， our government has been actively promoting the construction of grass-roots public libraries. On the whole， one of the main problems in the construction of district level public libraries is the low professional quality and ability of the staff. Based on the development trend of regional libraries in China， this paper discusses how to effectively improve the quality of their staff.

0 前言

发展建设公共图书馆是我国推进城市现代化建设的一项重要任务，因为公共图书馆事业的发展状况的在一定程度上反映着一个地区的文化发展水平。区级公共图书馆是城市公共文化服务体系的重要组成部分，在图书馆服务网络体系中处于承上启下的位置。而结合实际情况来看，人员素质对区级图书馆发展造成了显著阻碍。

1 区级图书馆发展趋势分析

党的十九大报告提出要着力解决好发展不平衡不充分的问题，大力提升发展质量和效益，更进一步满足人民日益增长的美好生活需要。早在2016年，我国就将区级公共图书馆业务规范纳入国家级业务标准标志项目之中，这说明国家对区级公共图书馆建设给予了高度的重视。在这样的背景下，我国很多城市都在积极推动区级公共图书馆建设。

1.1 区级图书馆的定位分析
