摘 要 普惠性学前教育是幼儿教育一种非歧视的、非互惠的一种教育优惠制度，正因如此，普惠性民办幼儿园深受社会群体的高度认可。近年来，幼儿教师的师德建设引起社会的广泛关注，其直接关乎幼儿教育的整体质量。为此，文章以普惠性民办幼儿园师德建设的内涵界定为切入点，结合师德建设的现状，重点从建设目标不明确、教师职业认同感不强、建设内容不完善、培训方式不合理等四方面系统阐述了普惠性民办幼儿园师德建设面临的瓶颈因素。在此基础上，以理论学习和师德建设深度融合、构建科学的师德培训计划、明确考核指标、健全考核体系等内容为落脚点，提出了具体的优化途径，以期为相关人士提供一些可行性建议。

Abstract Inclusive pre-school education is a kind of non-discriminatory and non-reciprocal preferential system of early childhood education. Because of this， inclusive private kindergartens are highly recognized by social groups. In recent years， the construction of preschool teachers' ethics has aroused widespread concern in the society， which is directly related to the overall quality of early childhood education. Therefore， based on the connotation definition of inclusive private kindergarten teachers' ethics construction， combined with the current situation of teachers' ethics construction， this paper systematically expounds the bottleneck factors of inclusive private kindergarten teachers' ethics construction from five aspects： unclear construction goal， weak teachers' professional identity， imperfect construction content， unreasonable training methods and unscientific assessment methods. On this basis， with the deep integration of theoretical learning and teachers' ethics construction， the construction of scientific teachers' ethics training plan， clear assessment indicators， and improve the assessment system as the foothold， this paper puts forward specific optimization ways， in order to provide some feasible suggestions for relevant people.

0 引言

“平等”是學前教育中的关键所在，既体现在社会群体日常语言层面，也体现了政治学、法学、 哲学和教育学等理论层面。[1]促进学前教育公平、公正已成为国家基本教育政策，更是全面提升学前教育质量的基础保障。所谓“普惠性民办幼儿园”，主要是指在保证学前教育质量、符合社会群体多元化需求且收取费用（按照政府指导价）前提下，所创办了民办幼儿园。现阶段，国内民办幼儿园基本上实现了普惠化，从某种意义上讲，普惠性民办幼儿园已成为学前教育公平、促进学前教育质量的重要举措。

“教师强则教育强、教育强则国家强”是千古不变的永恒真理，这样直接说明了教师是建设教育强国和实现中华民族伟大复兴梦的后盾力量。……
