摘  要：近年来，多层次轨道交通迎来发展新形势，为加快合肥多层次轨道交通体系，文章在分析了以德国、日本、美国为代表的交通运输强国及珠三角等先发城市的发展经验基础上，总结了合肥市轨道交通发展的现状和问题，提出了规划引领、科学预留通道、充分开展综合开发、建立多元化投融资机制、建立一体化运营机制等发展对策。

Abstract： In recent years， the development of multilevel rail transit has become a new trend. In order to speed up Hefei multi-level rail transit system， this paper is based on the analysis of the development experience of the transportation power such as the Germany， the Japan， the United States and the first cities such as the Pearl River Delta. This paper summarizes the current situation and problems of rail transit development in Hefei， and puts forward some development countermeasures， such as planning guildance， scientifically reserving passageway， fully carrying out comprehensive development， establishing diversified investment and financing mechanism， and establishing integrated operation mechanism.

近年来，合肥成为长三角世界级城市群副中心，是国家一带一路和长江经济带“双节点”城市，战略定位和区位优势的双重叠加，促进了合肥市多层次轨道交通的快速发展。但对标国家发布的交通强国建设纲要，合肥市全面建成多层次轨道交通网络布局还存在较大差距。

1  多层次轨道交通发展新形势

2019年10月，中共中央、国务院印发的《交通强国建设纲要》强调要建设现代化高质量综合立体交通网络，完善多层次网络布局，优化存量资源配置，扩大优质增量供给，实现立体互联。在构建便捷顺畅的城市（群）交通网中，提出建设城市群一体化交通网，推进干线铁路、城际铁路、市域（郊）铁路、城市轨道交通融合发展[1]。

2019年12月，中共中央、国务院印发的《长江三角洲区域一体化发展规划纲要》中提出，坚持优化提升、适度超前的原则，统筹推进跨区域基础设施建设，具体要共建轨道上的长三角，加快建设集高速铁路、普通铁路、城际铁路、市（郊）域铁路、城市轨道交通于一体的现代轨道交通运输体系，构建高品质快速轨道交通网。……
